III.. CONTRACT
A. TITLE: Supply and Delivery of equipment (data processing/telecommunication) and related services in the framework of a TACIS financed project “INTERPOL-Assisted International Cooperation in Criminal Matters by Ukrainian Law-Enforcement”
TACIS = Technical Assistance to the Commonwealth of Independent States. (European Commission External Assistance Programme)
B. TYPE: Supplies and services.
C. LOCATION: Ukraine: INTERPOL National Central Bureau of Kyiv (NCB Kyiv) and a police training centre also located in Kyiv.
D. LOTS/NATURE/QUANTITY : 3 LOTS
Lot n° 1: IT Equipment: Rack; Data base server; Upgrade of one existing server; Workstations (Desktop and laptop); Printers, Scanners; Extension of local area network cabling system; Flash memory; VPN device Cisco 501; Ethernet card for Cisco PIX 515; External hard disks; IT consumables.
Lot n° 2: Office Equipment: Video projectors; Spare for video projectors; Video control system for NCB entrance; Digital video camera; Photocopier; External LCD screens; Amplifier for computer graphic video signals; Cable and connectors (VGA, BNC, audio); Air conditioning system; Power supply cabling system for a training room.
Lot n° 3: IT Training: # 2273 MS Windows 2003 server; CCNA1 Cisco; CCNA2 Cisco; Oracle 10g implementation; Linux introduction.
E. LENGTH OF THE CONTRACT: Indicative information: from 7 to 9 months after the contract signature.
F. The estimated value: between 400000.00 and 453001.00 EUR
IV. CONDITIONS RELATING TO THE CONTRACT
A. Required deposit and guarantees:
For Lot No. 1 and 2: Security payment representing 5% of the contract price shall only be lifted once definitive acceptance without reservations is declared. Upon request, it may be replaced by a bank guarantee.
B. Main methods of financing and/or references to the appropriate rules:
(1) A project implemented by Interpol in the framework of a Contribution Agreement
(No. 2006/124175) signed with the European Community (EC Delegation for Ukraine), which is financing the present contract.
(2) Payment of installments according to the terms defined in the contract.
(3) All prices quoted by bidders in their tenders must be exclusive of taxes.
(4) Payment within 30 days the end of the month following receipt of the invoice.
C. Execution of the contract shall be subject to other specific conditions.
* The contractor must ensure that the Organization approves any sub-contractors.
* In compliance with the eligibility rules set out by the European Commission within the framework of its TACIS program, all equipment and/or supplies proposed within the framework of this call for tenders must originate from:
- the European Union
- the beneficiary countries of the TACIS programme (Armenia, Azerbaijan, Byelorussia, Georgia, Kazakhstan, Kirghizistan, Moldavia, Russia, Tadzhikistan, Turkmenistan, Ukraine and Uzbekistan and Mongolia)
- the EEA (Norway, Liechtenstein, Iceland)
- countries officially recognised as candidates by the European Commission (Turkey, Croatia, FYROM)
- countries benefiting from the PHARE programme (Community aid programme for Central and Eastern European Countries): Croatia
- On a case by case basis: Mediterranean countries presenting economic, commercial or geographic relations if the programmes or projects in question require specific expertise solely available in such countries
In their tenders, bidders must indicate the origin of the proposed equipment and/or supplies.
D. Languages which may be used in the tender or application: English.
V. CONDITIONS
A. Criteria for selecting applicants:
* In conformity with the eligibility rules laid down by the European Commission in the context of the TACIS program, tenders may only be made by the following legal and natural persons:
- Nationals of the European Union
- Nationals of the beneficiary countries of the TACIS programme (Armenia, Azerbaijan, Byelorussia, Georgia, Kazakhstan, Kirghizistan, Moldavia, Russia, Tadzhikistan, Turkmenistan, Ukraine and Uzbekistan and Mongolia)
- Nationals of the EEA (Norway, Liechtenstein, Iceland)
- Nationals of countries officially recognised as candidates by the European Commission (Turkey, Croatia, FYROM)
- Nationals of countries benefiting from the PHARE programme (Community aid programme for Central and Eastern European Countries): Croatia
- On a case by case basis: nationals of Mediterranean countries presenting economic, commercial or geographic relations if the programmes or projects in question require specific expertise solely available in such countries
- International organizations.

VI. ALLOCATION CRITERIA
Most advantageous financial bid assessed according to the criteria set out in the specifications.
There will be no electronic bidding.
When the tenders are opened, the selection criteria shall be:
- The technical value;
- The after-sales service and technical assistance;
- The price;
- The date and delivery deadline;
- The cost of use;
- Aesthetic and functional qualities;
- Upgradeability.
VII. TIMEFRAME CONDITIONS
A. Call for Tender starting day: 5 November 2007
B. Deadline for receiving requests for specifications: 26 November 2007, 17.00 Paris time
C. Deadline for receiving bids: 3 December 2007, 17.00 Paris time
D. Minimum validity of bids: 120 days from the deadline for receiving bids.
CORRIGENDUM
The deadline for receiving requests for specification shall read 10 December 2007, 17.00
Paris time instead of 26 November 2007, 17.00 Paris time.
The deadline for receiving bids shall read 17 December 2007, 17.00 Paris time instead of 3 December 2007, 17.00 Paris time.
VIII. LANGUAGE in which tenders may be drawn up: English
I. ADDITIONAL INFORMATION
The Specifications in English will be available starting from the 5th of November 2007.
The Specifications should also be available in Ukrainian from the 12th of November 2007. As soon as the Ukrainian version is available, it shall be sent to those Candidates that have expressly requested it.
However, please note that tenders shall be submitted in English only. Tenders drafted in Ukrainian or any other language will be automatically rejected.
The Specifications, whether in English or Ukrainian, shall only be dispatched in electronic format.
IX. APPEALS PROCEDURE
Body responsible for appeals procedures: Permanent Court of Arbitration, the Hague.
